Yes, probably an edge case. Not too many people will be moving Activities and not moving Events/Registrations. 

But it's good to remember the current behavior does leave corrupted data in the system.  Don't know if there's a cheap fix to prevent that,...

In Chrome it seems to be OK. Are you certain that you targeted the menus correctly to adjust opacity for IE also? I would also examine the z-index for both menus and see if adjusting those could help.

I'm logged in as User 0 and have full permissions.  I have a contact in Civi that is part of the Administrators group that is tied to the Drupal User 0.  The Civi Administrators group has full edit ACL on all events.

So what Permissions have you set for civievent?
