In Chrome it seems to be OK. Are you certain that you targeted the menus correctly to adjust opacity for IE also? I would also examine the z-index for both menus and see if adjusting those could help.

I'm logged in as User 0 and have full permissions. I have a contact in Civi that is part of the Administrators group that is tied to the Drupal User 0. The Civi Administrators group has full edit ACL on all events.
